THE HIDDEN CRIME DRAINING SOUTH AFRICA'S RESOURCES

South Africa continues to battle corruption on multiple fronts, yet one of the most damaging forms of financial crime

often remains hidden from public view: the payment of ghost workers. Various government audits, investigations,

and anti-corruption initiatives have repeatedly uncovered thousands of individuals receiving salaries from state departments, municipalities, and public entities despite not performing any legitimate work, or in some cases, not existing at all.


The cost of ghost workers runs into billions of rand over time, placing additional strain on an already burdened taxpayer

and reducing funds available for essential services such as healthcare, policing, education, and infrastructure development.

Every rand paid to a fraudulent employee is a rand stolen from the South African public.


Recent investigations have demonstrated that ghost worker fraud remains a serious national concern.

During 2025 and 2026, the National Treasury and the Department of Public Service and Administration

launched a comprehensive payroll audit that identified 4,323 high-risk cases across government departments.

While the full financial impact is still being calculated, presentations to Parliament have suggested

that ghost worker schemes could be costing South African taxpayers more than R3.9 billion annually.

These cases include suspected payments to non-existent employees, duplicate identities, deceased individuals,

and fraudulent salary recipients. Parliament has since called for criminal investigations, prosecutions, and the recovery of stolen funds. The findings serve as a stark reminder that ghost workers are not merely administrative errors but often form part of organised corruption networks that siphon billions of rand from taxpayers while undermining essential public services.

WHAT IS A GHOST WORKER?

  • A ghost worker is an individual who receives a salary from an employer, usually a government department or municipality, without actually performing any work.

  • In some instances, the employee may have resigned, died, emigrated, or never existed in the first place. In other cases, a real individual may be knowingly involved in a fraudulent arrangement with officials responsible for payroll administration.

  • Ghost worker schemes typically involve corruption, document manipulation, payroll fraud, identity theft, collusion between officials, and the deliberate circumvention of financial controls.

  • The fraud may continue for years before being detected, particularly in organisations with weak oversight, poor record-keeping, or ineffective auditing procedures.

HOW GHOST WORKER SYNDICATES OPERATE:

  • Investigations across South Africa have revealed several common methods used by perpetrators:

    • Creation of fictitious employees using false identity information.

    • Retention of deceased or retired employees on payroll systems.

    • Failure to remove terminated staff members from salary databases.

    • Payroll officials creating fraudulent employee profiles.

    • Managers approving salaries for individuals who never report for duty.

    • Collusion between human resource departments and financial administrators.

    • Manipulation of attendance registers and employment records.

  • In many cases, organised groups exploit weaknesses in payroll systems and internal controls, making ghost worker fraud a coordinated criminal enterprise rather than an isolated act of dishonesty.

THE CONSEQUENCES FOR SOUTH AFRICA:

  • The impact of ghost workers extends far beyond financial losses.

  • Government departments struggling with staff shortages may unknowingly budget for employees who do not exist while legitimate vacancies remain unfilled. Service delivery suffers as hospitals, schools, police stations, and municipalities operate without the personnel they require.

  • Citizens experience declining public services while corruption networks enrich themselves through salaries paid from public funds.

  • Ghost worker fraud also undermines public trust in government institutions.

  • Taxpayers expect accountability and transparency when public money is involved. Every exposure of payroll fraud damages confidence in the state's ability to safeguard public resources.

THE CRIMINAL OFFENCES INVOLVED:

  • Individuals involved in ghost worker schemes may face multiple criminal charges under South African law, including:

    • Fraud.

    • Theft.

    • Corruption.

    • Forgery and uttering.

    • Money laundering.

    • Contraventions of the Public Finance Management Act (PFMA).

    • Contraventions of the Municipal Finance Management Act (MFMA).

    • Racketeering offences where organised criminal structures are involved.

  • Convictions can result in lengthy prison sentences, substantial fines, asset forfeiture, and permanent damage to professional reputations.

  • Officials who knowingly approve fraudulent payments may also face disciplinary action, dismissal, civil recovery proceedings, and criminal prosecution.

WARNING SIGNS OF GHOST WORKER FRAUD:

  • Employers and investigators should remain alert to the following indicators:

    • Employees who cannot be physically located.

    • Missing personnel files.

    • Salary payments linked to suspicious bank accounts.

    • Employees who never take leave or attend meetings.

    • Multiple employees sharing identical contact details.

    • Payroll records that do not correspond with attendance registers.

    • Unexplained increases in salary expenditure.

    • Resistance to employee verification audits.

  • Regular personnel verification exercises, biometric attendance systems, and independent payroll audits remain among the most effective methods of identifying ghost workers.

FIGHTING PAYROLL CORRUPTION:

  • The fight against ghost worker fraud requires strong leadership, effective auditing, proper internal controls, and a willingness to investigate corruption regardless of rank or position.

  • Whistleblowers often play a critical role in exposing payroll irregularities.

  • Unfortunately, individuals who report corruption frequently face intimidation, victimisation, or retaliation, highlighting the importance of legal protections and confidential reporting mechanisms.

  • Public institutions must ensure that allegations of payroll fraud are investigated promptly and that perpetrators are held accountable through both disciplinary and criminal processes.

Ghost workers represent far more than an administrative error—they are a form of organised theft from every South African taxpayer. The money lost through payroll fraud could be used to improve policing, healthcare, education, infrastructure,

and community safety. As economic pressures continue to increase, South Africa can no longer afford to allow corruption networks to exploit public payroll systems.
