PROJECT: MISSING PERSONS - WHAT TO DO (PART 1)

The first hours after a disappearance are the most critical.

Specialised Security Services (SSS) emphasises that families must act quickly, decisively,

and systematically, combining immediate reporting with evidence preservation and active coordination with law enforcement.

Delay, confusion, panic, and incomplete information can severely compromise search efforts and reduce the chances of a safe recovery. This is especially true in cases involving children, vulnerable adults, the elderly, victims of coercive control, human trafficking, kidnapping, gender-based violence, substance abuse, or mental health vulnerability.


The reality is deeply concerning.

According to the South African Police Service (SAPS), 17,968 missing persons were reunited with their families

over the past five years (2020–2025). This includes 15,005 adults and 2,963 children under the age of 18.

That works out to an average of approximately 9.8 people per day being located and reunited after being reported missing. However, this figure reflects only recoveries, not the full number of people who go missing.

Recent figures reported in South Africa show that 4,941 missing person cases were reported in the past financial year,

which equates to approximately 13.5 missing persons reported per day.

In relation to children alone, available SAPS-linked long-term data indicates that an average of 1,697 children

are reported missing every year, which is roughly one child every five hours.

STEP 1: REPORT IMMEDIATELY TO SAPS – NO WAITING PERIOD

  • Do not wait 24 hours – South African law allows immediate reporting.

  • A missing person should be reported by the last person in their presence before the disappearance, e.g., a friend, family member, or teacher.

  • It is advisable to report a case to the nearest SAPS where the person went missing.

    • This will automatically save time since the case must be transferred for investigation.

  • Provide full details of the missing person: full name, ID, date of birth, nationality, and contact information.

  • Obtain the OB reference number and note the officer handling the case.

  • Complete the SAPS 55(A) form.

  • Ask for the contact details of the investigating officer and the detective branch, if allocated.

  • The OB reference is the legal identifier for the case and will be required for follow-ups, escalation, and collaboration with SSS or private investigators.

STEP 2: GATHER AND PRESERVE CRUCIAL INFORMATION

  • Families must provide complete and accurate information to SAPS to avoid delays:

    • Recent photographs (face and full-body if possible).

    • Exact last-seen location and time, including direction of travel and companions.

    • Clothing and personal items the person was wearing/carrying.

    • Medical conditions, vulnerabilities, or medications.

    • Contact history (calls, messages, social media interactions in the last 24–72 hours).

    • Names of friends, colleagues, and anyone likely to have information.

    • Vehicle registration, travel bookings, or e-hailing history.

    • Write a timeline of events before reporting.

    • Memory under stress is unreliable; a clear written record saves precious hours.

STEP 3: SECURE DIGITAL AND PHYSICAL EVIDENCE

  • Preserve mobile phones, devices, laptops, and wearables if accessible.

  • Save text messages, WhatsApp, social media chats, and location history.

  • Collect CCTV footage from home, workplace, transport hubs, and nearby businesses immediately—many systems overwrite recordings within hours.

  • Avoid deleting messages or posts on social media; this preserves vital investigative leads.

  • Even small digital clues can reveal the direction of travel or contact with suspicious individuals.

STEP 4: ALERT LOCAL NETWORKS AND NEIGHBOURS

  • Inform family, friends, neighbours, security companies, and building/estate management.

  • Notify transport operators, taxi ranks, bus depots, or e-hailing services if relevant.

  • Post fact-based alerts in local community groups with SAPS approval.

  • Avoid speculation or sharing unverified rumours—these can compromise investigations.

STEP 5: ACTIVELY SEARCH STRATEGICALLY

  • Focus on known locations, frequent hangouts, workplaces, and transport routes.

  • Search within a radius of the last confirmed sighting.

  • Maintain constant communication with SAPS; update them immediately if the missing person is located or new leads emerge.

  • Assign one family member or trusted friend to coordinate information and act as liaison with SAPS to avoid confusion and duplicate reports.

STEP 6: TRACK AND ESCALATE:

  • Follow up every hour with the investigating officer.

  • Request updates on CCTV review, witness statements, and possible sightings.

  • If the initial station response is slow, escalate to provincial SAPS detectives or the Missing Persons Bureau using the OB reference.

  • Consider contacting Specialised Security Services (SSS) for private investigative support, especially in high-risk or time-sensitive situations.

  • Every hour counts. Rapid, coordinated action increases the likelihood of a safe recovery.

    • Accurate, complete information is the foundation of a successful investigation.

    • Digital and physical evidence preservation prevents critical investigative delays.

    • Structured family coordination ensures no details are lost.

    • Professional support from SSS or specialised investigators may be necessary in high-risk cases.
