PROJECT: OPERATION PROSPER - WESTERN CAPE GANG VIOLENCE CRISIS

CURRENT OPERATIONAL STATUS:
Operation Prosper, the joint crime-fighting initiative between the South African Police Service (SAPS) and
the South African National Defence Force (SANDF), was launched on 1 April 2026 as a response to
entrenched gang violence in the Western Cape. The operation, authorised by President Cyril Ramaphosa,
has been allocated approximately R823 million for a planned 13-month deployment.
CURRENT PHASE:
The operation is transitioning from its initial “stabilisation phase” (Phase 1) to Phase 2, which is intended to focus on “disabling and dismantling identified criminal groupings”.
Acting Police Minister Firoz Cachalia has confirmed the strategic shift toward targeting gang leaders, extortion syndicates, and organised crime financiers.
EFFECTIVENESS ASSESSMENT:
Despite the deployment and claims of over 1,200 arrests during May 2026 and various confiscations of drugs and firearms, authorities have publicly acknowledged that no gangs have been dismantled since the operation began.
Police Commissioner Lieutenant-General Thembisile Patekile has noted that while 11 of the 17 priority police stations have shown reductions in violent crime, five stations continue to show increases, and 31 police stations remain classified as gang-affected.
THE HUMAN COST: LIVES LOST
The most devastating measure of this ongoing crisis is the loss of life.
The statistics are not abstract numbers; they represent fathers, mothers, children, and community members whose lives have been cut short.
Since the deployment began in April 2026, over 250 people have been murdered in areas covered by Operation Prosper.
This includes:
225 gang-related murders recorded in the Western Cape during the first quarter of 2026, representing more than 93% of all gang-related murders nationally.
983 murders recorded across the province between January and March 2026 alone, an average of approximately 11 people killed every day.
Gang violence accounts for roughly 23% of all murders in the province.
The Western Cape Provincial Commissioner has expressed particular concern about mass shootings where “innocent children get shot in the crossfire”. Recent incidents include:
A shooting in Wesbank, Malmesbury, in which gunmen opened fire on people socialising outside a home, killing two and wounding several others, including a one-year-old boy.
A mass shooting in Philippi East in which nine people were killed at an illegal shebeen, allegedly linked to extortion syndicates.
THE LIVES THAT MATTER:
Behind every statistic is a human story, a family shattered, and a community traumatised.
The Wesbank grandfather’s words capture the devastation:
“It is terrible what took place here. How does anyone in the right frame of mind shoot a child that cannot even walk yet? How do you look into the face of such an innocent child and pull the trigger, knowing he can’t defend himself?”
Residents express their despair:
A Mitchells Plain resident described Olifantshoek Street as a “dead zone”, stating: “This road is where the bodies lie. I am tired of Parliament, and I am tired of whoever says they want to help. They do not come here to help, but for fame and fortune. We are tired of all that nonsense. Our children die in this street.”
Community activists have labelled the deployment a “waste of money” and noted that “Bodies are still found in open fields”.
The human impact extends beyond fatalities:
Children are growing up in constant fear.
Communities are trapped in cycles of retaliation and violence.
Businesses are closing, and economic opportunities are disappearing.
Mental health issues and trauma are pervasive.
THE NEED FOR EFFECTIVE PROTECTION:
The current security response has been inadequate.
This is not a political judgement—it is a statement of fact supported by the evidence:
KEY CHALLENGES IDENTIFIED:
No gangs have been dismantled despite four months of deployment.
250+ people have been killed since the military arrived.
Community trust in law enforcement is broken, with allegations that “the police are the ones working with the gangsters”.
Intelligence-led policing is lacking, with MPs reporting that “there’s absolutely no intelligence” underpinning operations.
The SANDF presence has been described as merely “driving through areas” without conducting meaningful operations.
WHAT IS NEEDED:
Real intelligence-led operations that target gang leaders and financial networks, not just foot soldiers.
Strengthened detective work and specialised anti-gang investigations.
Prosecutorial coordination that ensures convictions, not just arrests.
Community engagement that rebuilds trust between residents and law enforcement.
A clear exit strategy ensuring that when the SANDF departs, sustainable policing capacity exists.
PROTECTING OUR COMMUNITIES:
The lives being lost are not inevitable. Every death is a preventable tragedy. The communities of the Cape Flats deserve more than statistics and promises.
They deserve:
Safety on their streets for their children to walk to school.
Freedom from fear of retaliation and drive-by shootings.
Justice when crimes are committed.
Hope for a future free from gang violence.
As one resident stated: “We don’t need to see them [soldiers]. We need tangible change and reduction.”
The state must deliver on its promise. Operation Prosper must move beyond high-visibility patrols and superficial arrests to genuinely dismantle organised criminal networks and protect innocent lives.
RECOMMENDED ACTIONS FOR THE PUBLIC:

Share information with law enforcement—community cooperation is critical to intelligence-led operations.
Stay informed through official channels.
Support community safety initiatives such as neighbourhood watches and CPFs.
RECOMMENDED ACTIONS FOR AUTHORITIES:
Implement Phase 2 with clear, measurable objectives for dismantling gangs.
Strengthen intelligence capacity in affected communities.
Ensure prosecutorial follow-through on arrests made.
Provide regular, transparent reporting on operational outcomes.
Establish a specialised task force for illegal firearms—the leading murder weapon in the province.
Over 250 lives have been lost since Operation Prosper began. Each one is a person who mattered,
a child, a parent, a neighbour. No military deployment can be considered successful if it fails to protect the lives
it was meant to safeguard.
As Acting Police Minister Cachalia himself acknowledged: “No gangs have been dismantled”.
With over R823 million spent and eight months of deployment remaining, the imperative is clear: the strategy must change,
the focus must intensify, and the protection of human life must become the primary measure of success.
The communities of the Cape Flats have waited long enough. Their children cannot wait any longer.
