PROJECT: POLICING ILLEGAL MINING IN SOUTH AFRICA (PART 2)

Illegal mining is now formally classified as an organised crime and national security priority.

OPERATION VALA UMGODI:

  • The South African Police Service launched Operation Vala Umgodi specifically to combat illegal mining.

  • The operation includes:

    • Intelligence-driven raids.

    • Sealing abandoned mine shafts.

    • Confiscation of generators, jackhammers and explosives.

    • Arrest of illegal miners.

    • Disruption of supply chains.

  • Participating units include:

    • Public order policing.

    • Tactical response teams.

    • Directorate for Priority Crime Investigation (Hawks).

    • Crime Intelligence.

  • Thousands of arrests have been made since inception.

TARGETING ORGANISED CRIME SYNDICATES:

  • The Hawks focus on:

    • Kingpins and financiers.

    • Gold smuggling networks.

    • Money laundering.

    • Firearms trafficking linked to mining.

  • They work closely with:

    • National Prosecuting Authority.

    • Financial Intelligence Centre.

    • Border management authorities.

BORDER AND GOLD SMUGGLING CONTROL:

  • Authorities:

    • Inspect refineries.

    • Monitor gold dealers.

    • Enforce the Precious Metals Act.

    • Conduct airport and border seizures.

  • The Border Management Authority assists in intercepting smuggled gold.

VISIBLE POLICING AND HOTSPOT DEPLOYMENT:

  • In Gauteng, North West, Free State and Mpumalanga, SAPS deploy:

    • Roadblocks.

    • Stop-and-search operations.

    • Patrols around mining hotspots.

    • Public Order Policing units during unrest.

  • This is particularly visible during sudden “gold rush” incidents such as the recent Springs situation.

FINANCIAL INVESTIGATIONS:

  • Authorities increasingly apply:

    • Asset forfeiture.

    • Bank account freezing.

    • Lifestyle audits.

  • The objective is to confiscate syndicate profits and secure racketeering convictions.

WHY THE PROBLEM PERSISTS:

  • Despite operations:

    • Arrests often target low-level miners, not syndicate leaders.

    • High unemployment fuels recruitment.

    • Corruption undermines enforcement.

    • Court backlogs delay prosecutions.

    • Gold remains highly profitable.

  • Illegal mining networks rapidly adapt.

STRATEGIC SHIFT AND NATIONAL RESPONSE:

  • There is growing recognition that enforcement alone is insufficient.

  • Sustainable intervention requires:

    • Stronger financial crime prosecutions.

    • Faster court processes.

    • Comprehensive mine rehabilitation.

    • Anti-corruption enforcement.

    • Economic alternatives for vulnerable communities.


During his 2026 State of the Nation Address (SONA) on 12 February 2026,

President Cyril Ramaphosa announced that the South African National Defence Force will be deployed

in support of the police to strengthen law enforcement

in crime hotspots, including illegal mining areas in Gauteng.


The deployment is intended as a force multiplier — providing additional manpower, logistical support and

tactical capability — particularly where armed syndicates intimidate communities and clash with police.


The Gauteng Provincial Legislature’s Portfolio Committee on Community Safety has described the intervention as

critical to reclaiming communities affected by violence and organised criminal networks.

Illegal mining in South Africa has evolved from small-scale survival activity into a highly organised criminal economy.

It is not merely about gold in the ground.


It is:

  • A national security threat.

  • An organised crime crisis.

  • An economic sabotage operation.

  • An environmental and public safety emergency.


Until structural economic inequality, corruption, abandoned mine rehabilitation, border control weaknesses and

syndicate leadership are decisively addressed, illegal mining will continue to destabilise communities and

undermine the rule of law in South Africa.
