PROJECT: SAFEGUARDING CITIZENS’ SECURITY – A CAMPAIGN AGAINST THE FIREARMS CONTROL BILL

Recent Parliamentary disclosures have revealed a severe failure in the management of police firearms,

with over 3,400 SAPS firearms lost or stolen from 2019 to 2024.

Only 559 have been recovered, leaving the vast majority in criminal hands and directly fuelling violence across South Africa.


Instead of tackling this systemic failure, the proposed Firearms Control Amendment Bill aims to disarm responsible,

law-abiding citizens, giving the Minister of Police unchecked discretionary authority.

This plan details a structured effort by the Democratic Alliance (DA) to oppose the Bill, hold the government accountable,

and defend citizens’ constitutional right to self-defence.

1. SYSTEMIC FAILURE & MISGUIDED LEGISLATION:

  • SAPS MISMANAGEMENT:

    • Widespread loss and theft of police firearms demonstrate institutional failures in storage, control, and accountability within SAPS.

  • CRIMINAL ARMAMENT:

    • Stolen police weapons are used in violent crimes such as CIT robberies, armed robberies, hijackings, zama zama activities, assault and murder, which worsens public safety.

  • LACK OF TRANSPARENCY:

    • SAPS refuses to disclose details of losses by station, cluster, or rank, obstructing accountability.

  • FLAWED LEGISLATIVE RESPONSE:

    • The Firearms Control Bill targets responsible firearm owners instead of fixing SAPS’s internal controls, leaving citizens vulnerable while armed criminals operate freely.

2. PROJECT OBJECTIVES:

  • Mobilise public and parliamentary opposition to the Firearms Control Amendment Bill.

  • Demand accountability and transparency from SAPS regarding lost and stolen firearms.

  • Launch a nationwide awareness campaign highlighting the risks of disarming citizens amid rising crime.

3. STAKEHOLDERS & PARTNERS:

  • PRIMARY:

    • DA Parliamentary Caucus, DA Constituency Offices, DA Members.

  • ALLIES:

    • Civil society organisations, firearm owner associations, community safety forums, and legal advocacy groups.

  • TARGETS:

    • Minister of Police, SAPS Leadership, Parliamentary Portfolio Committee on Police.

  • AUDIENCE:

    • South African public, media, and international human rights observers.

4. COMMUNICATION STRATEGY:

  • CORE MESSAGE:

    • “Fix the Police, Not the Law. Do not disarm responsible citizens.”

  • CHANNELS:

    • Press releases, social media campaigns, radio interviews, community pamphlets, public meetings.

5. EXPECTED OUTCOMES:

  • Increased public awareness and opposition to the Firearms Control Bill.

  • Parliamentary delay or rejection of the Bill.

  • Greater SAPS transparency regarding lost firearms.

  • Strengthened public and legal stance on the right to self-defence.

6. HOW CITIZENS CAN SUPPORT:

  • Sign petitions against the Firearms Control Bill.

  • Attend community safety meetings and public hearings.

  • Report concerns to DA representatives and support transparency requests.

  • Participate in peaceful demonstrations and awareness activities.

Specialised Security Services has repeatedly warned that the collapse of South Africa’s firearm-control systems,

from the Central Firearms Registry to the overstretched Forensic Science Laboratories,

is not merely an administrative failure but a direct threat to national security.


With no meaningful intervention or measurable improvement from the authorities,

SSS will continue to expose these systemic shortcomings and their devastating consequences for justice, public safety,

and the countless victims caught in the crossfire of South Africa’s gun-violence epidemic.

to confront these failures, to inform the public,

and to advocate for the urgent reforms required to restore accountability and protect our communities.
