CORRUPTION, CARTELS AND CLAIMS
South Africa is no stranger to corruption scandals, but the latest revelations from Lieutenant General Nhlanhla Mkhwanazi,
the Provincial Police Commissioner of KwaZulu-Natal, may prove to be the most damning yet.
His claims, backed by years of investigative work, indicate that organised crime has not merely infiltrated the South African Police Service (SAPS), but it has all but captured parts of the state.
On 6 July 2025, Mkhwanazi formally laid a criminal complaint against Police Minister Senzo Mchunu,
accusing him of political interference and obstruction of justice.
Most notably, he alleges that the SAPS task team investigating political killings was disbanded to protect a powerful criminal syndicate that included sitting MPs, police generals, prosecutors, judges, and high-profile business people.
THE DISBANDING OF THE POLITICAL KILLINGS TASK TEAM:
According to Lt. Gen. Mkhwanazi, the task team, was on the brink of exposing a deeply embedded syndicate when it was abruptly shut down in March 2025.
More than 120 dockets were seized without proper process, allegedly by Lt. Gen. Shadrack Sibiya, acting on orders from Minister Mchunu himself.
This rogue intervention bypassed the national commissioner and effectively decapitated the investigations.
The task team had reportedly uncovered financial and communication links between Minister Mchunu and notorious businessman Vusimuzi “Cat” Matlala, a man at the centre of some of the most serious allegations of corruption, violence, and state capture in recent memory.
VUSIMUZI "CAT" MATLALA:
Cat’s criminal history is long and grim.
Starting with cash-in-transit heists and armed robberies in the early 2000s, he climbed the criminal ladder through connections and corruption.
His fortunes rose after he partnered with Hangwani Morgan Maumela, exploiting the RFQ system in state hospitals such as Tembisa.
Babita Deokaran, the whistleblower who froze over R70 million in payments linked to this scam, was assassinated shortly afterwards, allegedly on Cat’s orders.
Cat’s connections to high-ranking police officials and political figures granted him near immunity.
Protected from prosecution, he was free to expand his empire, which soon included:
A PSIRA-registered security company (CAT VIP Protection), with access to firearms.
Multiple front companies handling state tenders.
Involvement in the construction mafia, where his influence now extends nationally.
Deep ties to the Boko Haram extortion network, now a dominant force in construction site racketeering and urban drug distribution.

BOKO HARAM, FIREARMS AND EXTORTION:
Lt. Gen. Mkhwanazi’s claims are compounded by mounting evidence that Cat is a central funder and weapons supplier to the Boko Haram group.
This group has evolved into a violent extortion network, especially in the construction sector, where they:
Enforce “protection fees” on developers.
Place spotters and informants at construction sites.
Use CAT-linked security firms to entrench their control.
Funnel profits back into arms, drugs, and political interference.
Regular meetings between Cat and Boko Haram members at his Menlyn Maine offices suggest a formalised relationship.
Informants allege that many Boko Haram-affiliated companies are used as fronts to win construction tenders and extort contractors under threat of violence.
THE CONTRACT KILLER WITHIN THE STATE:
Cat is not just a financier—he is widely feared as a contract killer.
His nickname, the “John Wick of Mamelodi,” stems from a string of assassinations, including:
Kgosi, his former friend, over a financial dispute.
Alph Rams, killed after requesting repayment of R2 million.
The infamous DJ Sumbody, linked to rival Joe “Ferrari” Sibanyone.
Zorro, a former Boko Haram leader, taken out to consolidate control.
A failed hit on his ex, Tebogo Thobejane, allegedly masterminded by his partner Tsakani “TK” Baloyi.
TK is deeply entangled in Cat’s criminal affairs, reportedly urging him to kill her own child’s father and attempting to emulate Tebogo’s appearance to gain Cat’s favour.
Their public presence, including showing up at funerals with armed bodyguards, has sparked outrage.
POLITICAL PROTECTION AND POLICE COLLUSION:
Cat’s criminal enterprise has survived and thrived because of high-level protection.
He has gifted vehicles to police officers, including a luxury Mercedes-Benz to Ekurhuleni Metro Police Head Brig Julius Mkhwanazi.
SAPS insiders say Cat often boasts of his protection by ministers and generals, making it nearly impossible to investigate or charge him meaningfully.
In December 2024, his Waterkloof Ridge mansion was raided for different crimes and including the kidnappings of Dikgale and Jerry Boshoga.
Firearms, electronics, and luxury items were seized.
Vusimusi “Cat” Matlala was arrested on May 14, 2025, and formally charged with three serious offences:
Attempted murder,
Conspiracy to commit murder, and
Money laundering.
These charges stem from an alleged hit planned against his former girlfriend, actress Tebogo Thobejane, who was shot in the foot during a 2023 attack in Sandton.
As of now, Matlala has not been sentenced, because the case has not yet gone to trial or reached a verdict. Instead, he chose not to apply for bail at his first court appearance, opting to remain in custody at Pretoria’s Kgosi Mampuru Maximum Security Prison while awaiting trial.
Veteran private investigator Mr. Mike Bolhuis, commenting on the allegations, did not mince words:
“This is no longer just about crime. It’s a national security crisis.
The police are fractured, the criminals are organised, and the public is unprotected.”
Mr. Bolhuis has called for:
An independent, internationally supervised investigation.
Immediate suspension of implicated officials.
Whistleblower protection for Lt. Gen. Mkhwanazi.
A total revamp of Crime Intelligence.
Criminal justice reform from the top down.
This is not the first time SAPS has been accused of harbouring criminals in uniform.
The fall of Jackie Selebi, the national commissioner convicted of corruption, and the controversial disbanding of the Scorpions in 2009 are historical parallels that show how high-level rot can derail justice.
Lt. Gen. Mkhwanazi’s warning is clear: we are on the edge of repeating those failures—only this time, the stakes are higher.
As President Ramaphosa remains abroad, promising to “apply his mind,” civil society waits.
Activists from Corruption Watch, OUTA, and the Helen Suzman Foundation have long warned about state sabotage from within.
Now, the threat is undeniable.
“If these claims are true,” a Corruption Watch spokesperson said, “we’re not just witnessing crime anymore. We’re watching the criminalisation of the state.”
Lt. Gen. Mkhwanazi closed his press conference with chilling words:
“I am a police officer who understood the assignment when I joined the service. I will face the enemy head-on.
I will die for this badge.”
The nation now stands at a crossroads.
Will South Africa rally behind whistleblowers, demand accountability, and cleanse its institutions or
will it allow silence, fear, and corruption to cement a mafia state?
