South Africa's ongoing battle against the so-called "construction mafia" continues to cripple infrastructure development,
delay service delivery, and cost the economy billions of rand. These organised criminal groups target construction
and infrastructure projects through intimidation, extortion, violence, sabotage, and unlawful demands for contracts,
labour, or financial payments.
According to the Deputy Minister of Finance, more than 180 construction and infrastructure projects valued at approximately R63 billion have been disrupted since 2019 by criminal syndicates operating within the construction sector.
These groups often demand up to 30% of a project's value, threatening contractors, workers, engineers,
and government officials who refuse to comply.
HOW CONSTRUCTION MAFIA GROUPS OPERATE:
Construction mafia groups typically exploit community grievances and local economic frustrations as a cover for organised criminal activity.
Their methods include:
Armed intimidation of contractors and employees.
Forcing developers to appoint preferred subcontractors.
Demanding cash payments to avoid disruptions.
Threatening violence against project managers and engineers.
Sabotaging equipment and construction sites.
Organising unlawful work stoppages.
These activities have evolved from isolated incidents into sophisticated extortion networks operating across multiple provinces.
THE IMPACT ON SOUTH AFRICA:
The consequences extend far beyond the construction industry.
When projects are halted:
Roads remain unfinished.
Schools and hospitals are delayed.
Water and sanitation infrastructure cannot be completed.
Housing developments are suspended.
Thousands of jobs are lost or postponed.
Investor confidence declines.
The government has identified infrastructure development as a cornerstone of economic growth, with hundreds of billions of rand earmarked for future projects.
