THE CASE:

  • On 19 March 2025, the client, Mr. Botha, arrived at O.R. Tambo International Airport with his wife.

  • His wife was required to travel to Cape Town to receive medical treatment at the Cape Town Academy Hospital.

  • Upon their arrival at the airport, arrangements were made for Mr. Botha’s wife to be collected and assisted by means of a wheelchair due to her medical circumstances.

  • While Mr. Botha was at the airport, he was approached by a male individual who represented himself as being associated with O.R. Tambo Valet Services.

  • The individual informed Mr. Botha that the valet service would take possession of and safely care for his motor vehicle while he and his wife were away.

  • The individual provided Mr. Botha with an invoice issued in the name of “OR TAMBO AIRPORT PARKING SERVICES”.

  • The invoice contained the following banking details:

    • Bank: Access Bank

    • Account name: OR TAMBO AIRPORT PARKING

    • Account number: 5030033XXXX

    • Branch code: 410506

  • Relying on the representations made to him, as well as the invoice provided, Mr. Botha paid an amount of R780.00 for the parking and valet service.

  • He thereafter handed the keys of his motor vehicle to the individual, believing that the vehicle would be securely stored and properly cared for during his absence.

  • On 28 March 2025, Mr Botha received a message from the company's representatives informing him that they had been involved in what they described as a “slight accident” while his vehicle was in their possession.

  • The company indicated that it accepted responsibility for the incident.

  • Mr. Botha was further informed that an Uber vehicle would be arranged to transport him home when he returned from Cape Town.

  • A person identifying himself as the manager of the company, Mr. Darren, subsequently contacted Mr. Botha from the cell phone number +27 83 486 6494.

  • During the communication, Mr. Botha was informed that the company did not have insurance that would cover the damage caused to his vehicle.

  • The company instead offered to make monthly instalment payments towards the cost of repairing the vehicle.

  • Mr. Botha subsequently arranged for the vehicle to be inspected and for a formal repair quotation to be obtained.

  • The quoted amount required to repair the damage to the vehicle was approximately R280,648,89.

  • This indicated that the damage was substantial and significantly more serious than the “slight accident” initially described by the company.

  • Due to the extent of the damage and the fact that Mr. Botha was left without the proper use of his vehicle, he requested that the company provide him with a rental vehicle while his own vehicle was being repaired.

  • He was informed that the company did not have sufficient funds available to pay for a rental vehicle.

  • The company advertises its airport parking and valet services on Facebook.

  • The images and presentation used on its Facebook page create the impression that the business may be officially associated with O.R. Tambo International Airport or Airports Company South Africa (ACSA).

  • A member of the public viewing the advertisement could therefore reasonably believe that the company is authorised to operate at the airport or is formally connected to Airports Company South Africa (ACSA).


INVESTIGATION:

  • Specialised Security Services investigator, Mr. Morney Vos, contacted Airports Company South Africa (ACSA) to confirm whether OR TAMBO AIRPORT PARKING SERVICES was authorised to operate at O.R. Tambo International Airport.

  • Airports Company South Africa (ACSA) informed the investigator that the company had no affiliation, contractual relationship or official connection with OR TAMBO AIRPORT PARKING SERVICES.

  • Airports Company South Africa (ACSA) further confirmed that it was aware of private parking and valet operators conducting business from airport parking areas without being formally affiliated with or authorised by Airports Company South Africa (ACSA).

  • According to the information received, Airports Company South Africa (ACSA) has been attempting to prevent unauthorised operators from conducting business from its parking facilities.

  • It was further indicated that legal proceedings relating to this broader issue were ongoing at the time of the investigation.

  • The advertising image used by the company was also examined.

  • Airports Company South Africa (ACSA) confirmed that the location depicted in the photograph was not situated at any airport operated by them.

  • The use of such an image could nevertheless create the impression that the company operates from an official airport facility.

  • The investigation further established that OR TAMBO AIRPORT PARKING was not registered as a company.

  • This raised additional concerns regarding the legal status of the operation, its accountability and its ability to meet financial obligations arising from loss, theft or damage to clients’ vehicles.

  • Mr. Vos also contacted the South African Police Service regarding the circumstances of the matter.

  • SAPS reportedly confirmed that unauthorised valet and parking operations present a serious and recurring problem at airports throughout South Africa.

  • It was explained that vehicles handed to such operators may be stolen, used as taxis or for other unauthorised purposes, or returned to their owners with damage.

  • Attempts were made to engage directly with representatives of the company and obtain a clear response regarding the damage to Mr. Botha’s vehicle, the company’s responsibility and the proposed payment arrangements.

  • However, Mr. Vos was repeatedly referred from one person to another and was unable to obtain a satisfactory or decisive resolution from the company.

CONCLUSION:

  • Members of the public should exercise extreme caution before making use of any private valet or airport parking service.

    • Before handing over a vehicle, the relevant airport or Airports Company South Africa (ACSA) should be contacted directly to confirm whether the service provider is officially authorised to operate on airport property.

    • The official contact details for the relevant airport should be obtained from Airports Company South Africa (ACSA)’s official communication channels and not from information supplied by the parking operator.

  • Clients should confirm that the service provider is a legally registered business and should request verifiable proof of its registration.

    • They should also confirm that the company has valid and adequate insurance to cover the theft, loss, misuse or accidental damage of vehicles placed in its possession. Verbal assurances should not be accepted without supporting documentation.

  • Positive identification should be obtained from the person who collects the vehicle.

    • The client should know the individual’s full name, contact details, identity or employee number and the name of the company that the person claims to represent.

  • A clear photograph should be taken of the individual collecting the vehicle, together with a photograph of the individual’s driver’s licence or other acceptable identification.

    • The person’s consent should be obtained where required.

    • The registration number and identifying details of any vehicle used by the operator should also be recorded.

  • Before handing over the vehicle, the owner should photograph or record the vehicle from all angles.

    • Existing scratches, dents, mileage, fuel level and the general condition of the interior and exterior should be documented.

    • This provides an evidentiary record of the vehicle’s condition at the time it was handed over.

  • The vehicle owner should insist on receiving a proper written agreement or receipt setting out the company’s full registered details, physical address, contact information, fees, storage location, insurance position and responsibility for damage or loss.

  • Independent research should be conducted before using the service.

    • Social-media pages, online reviews and public complaints may provide useful information regarding the company’s history and reputation.

    • However, social-media advertising alone should never be regarded as proof that a business is legitimate or authorised to operate at an airport.

  • Members of the public should not assume that a service provider is affiliated with Airports Company South Africa (ACSA) merely because it uses airport-related wording, photographs, branding or references to O.R. Tambo International Airport.

  • Official affiliation must always be independently confirmed directly with Airports Company South Africa (ACSA).
