Specialised Security Services (SSS), under the direction of Mr. Mike Bolhuis, issues this official follow-up investigative project regarding the ongoing probe into the fatal confinement of SAPS arson-detection K9 Sky (Service No: B8118) at the Roodeplaat Veterinary Hospital. This update incorporates the latest formal pathology report, newly released parliamentary disclosures, statutory findings, and crucial whistleblower testimony from former and serving police dog handlers.
Following our initial public project release, SSS has received significant new evidence, forensic autopsy data from Onderstepoort, and direct disclosures from police members who have broken their silence to expose systemic animal neglect, administrative cover-ups, and an entrenched culture of institutional fear within the South African Police Service.
1. NEW MEDIA DISCLOSURES & EVIDENTIARY BREAKDOWN OF SKY'S PATHOLOGY REPORT:
On 30 September 2026, Parliamentary Portfolio Committee Chairperson Ian Cameron (MP) released the official findings from Sky's final pathology report, prepared by the Faculty of Veterinary Science at the University of Pretoria (Onderstepoort Academic Veterinary Hospital). The forensic evidence reveals an appalling picture of prolonged suffering and unmonitored agony:
Pathology records confirm Sky was discovered on Monday morning (7 September 2026) alive but completely unresponsive, in severe clinical shock, inside a blood-filled cell.
Forensic pathologists confirmed multiple fractures to both front legs, including an open compound fracture where bone protruded through the skin. Crucially, the fracture-related wounds were estimated to have been 12 to 16 hours old at the time of discovery, proving she thrashed while trapped in the metal gate mesh overnight without any human intervention or monitoring.
The prolonged physical struggle caused extensive bruising and muscle tearing (rhabdomyolysis), releasing muscle breakdown toxins into her bloodstream. This resulted in acute renal changes (myoglobinuria) and severe damage to her heart muscle, rendering her condition imminently fatal had she not been euthanised on 9 September 2026.
Pathologists documented multiple penetrating wounds across her limbs and muzzle, with evidence indicating Sky bit at her own forelimb in a frantic attempt to free herself from the gate mesh. She also exhibited extreme dental wear that could not be explained by her age (5 years old), caused by months of compulsive biting at metal enclosure bars due to severe kennel stress.
While Roodeplaat is officially registered as a 24-hour SAPS Veterinary Hospital, investigative reporting by Daily Maverick, The Citizen, and Maroela Media confirmed the facility is only manned on weekdays from 07:30 to 16:00. After 16:00 and across entire weekends, no medical or care staff are present on-site, leaving injured or high-risk service animals trapped without after-hours emergency care.
An internal SAPS investigation led by a police General is currently underway, with findings officially due by 9 October 2026. Ian Cameron (MP) has submitted his complete evidence dossier and annexures to the investigating General.
PARALLEL STATUTORY INVESTIGATIONS:
The Independent Police Investigative Directorate (IPID) formally confirmed an independent investigation under Section 28(1)(h) of the IPID Act into police misconduct and management failures surrounding Sky's death.
SAVC Ethics Inquiry (Ref: DM2621): The South African Veterinary Council (SAVC) opened a formal ethics inquiry into SAPS Veterinary Services regarding after-hours care violations and non-compliance with Schedule 5 and 6 drug protocols.
The NSPCA Special Projects Unit executed on-site facility inspections and is reviewing SAPS working-animal policies.
The NSPCA has indicated that it intends to pursue criminal charges against SAPS officials under the Animals Protection Act 71 of 1962, while IPID and SAPS are also investigating the circumstances surrounding Sky's death.
A nationwide petition demanding accountability for Sky and systemic reform of SAPS working-dog care has surpassed 20,000 signatures.
2. WHISTLEBLOWER TESTIMONY: FORMER SAPS HANDLER (IDENTITY STRICTLY PROTECTED)
A former SAPS police dog handler contacted SSS lead investigators to disclose historical animal abuse and high-level interference at Roodeplaat:
In October 2019, while stationed as a police dog handler, he formally registered criminal animal cruelty charges at Kameeldrift SAPS against senior Roodeplaat management following systemic abuse and the starvation of working dogs, including K9 Buck.
When details of the Roodeplaat animal abuse leaked to the media, SAPS leadership departmentally charged him with internal charges in retaliation for exposing the facility.
After leaving the SAPS, he partnered with AfriForum’s Private Prosecution Unit. AfriForum issued formal legal demands to the SAPS Gauteng Provincial Commissioner and Area Head of Detectives, citing docket suppression and demanding prosecution.
3. TESTIMONY OF A SERVING SAPS K9 HANDLER (IDENTITY STRICTLY PROTECTED):
To safeguard against state retaliation and ensure absolute witness protection, Specialised Security Services (SSS) is withholding all personal identifiers, ranks, and unit locations of an active, serving SAPS K9 handler who came forward to expose the collapse of police working-dog infrastructure:
The serving member was assigned a Belgian Malinois narcotics detection dog transferred from another regional division. The animal arrived severely traumatised with diagnosed major depression and acute kennel stress, requiring a daily regimen of five psychotropic pills (three antidepressants in the morning and two at night) just to function.
The service dog slipped during routine kennel cleaning and tore knee ligaments. When the handler attempted to obtain diagnostic care, they discovered that the designated SAPS veterinary X-ray facility had been broken and completely out of order for years.
Due to rigid SAPS procurement rules and internal budget freezes, local private veterinarians were barred from treating the animal. The injured dog was left confined in a kennel, standing on three legs for nearly a month, provided with only two basic pain pills per day, before being transported to Pretoria for medical intervention, where it was subsequently euthanised.
Regional K9 unit operational budgets have been drastically reduced. At the handler’s station, seven active police dog handlers are forced to share a single patrol dog due to a critical, nationwide shortage of working animals.
4. INSTITUTIONAL FEAR AND THE CODE OF SILENCE WITHIN SAPS:
A central finding of this investigation is the pervasive culture of fear and intimidation that prevents honest police officers from reporting animal cruelty and operational failures:
Serving police officers live in constant fear of departmental victimisation. Members who report wrongdoing face immediate isolation, retaliatory transfers, trumped-up disciplinary charges, and career destruction.
Dedicated K9 handlers deeply care for their service animals, treating them as operational partners and "buddies", but are paralysed by an administrative system that treats working dogs as disposable equipment rather than living assets.
5. SSS INVESTIGATIVE DIRECTIVES & DEMANDS:
Specialised Security Services, working alongside private prosecution entities and statutory bodies, demands the following immediate actions:
Demand that the new K9 Sky criminal docket be formally consolidated with the suppressed 2019/2020 Roodeplaat dockets and escalated to district/provincial level under an uncorrupted detective team.
Immediate removal and suspension of implicated command staff and weekend shift attendants from animal care and supervisory duties pending criminal prosecution.
Full statutory protection under the Protected Disclosures Act for all current and former SAPS members providing evidence to SSS or IPID.
