CONCERNS REGARDING A PRESCHOOL IN BLOEMFONTEIN:
Mr. Mike Bolhuis and Specialised Security Services (SSS) have received multiple complaints regarding a preschool in Bloemfontein known as Kleuter Akademie.
Parents have expressed grave concern that children are still attending this institution despite many others having already withdrawn their children.
Parental concerns intensified after an incident in which a child returned home with a visible bump on their head following collection from the school.
In response, parents began sharing similar experiences.
One mother reported that the baby formula she had provided for her child was returned unopened, raising serious concerns that the child may not have been fed during the day, as expected.
Concerned community members and parents contacted Mr. Mike Bolhuis to raise serious allegations regarding the treatment of children at Kleuter Akademie.
THE INVESTIGATION:
Two SSS Specialist Investigators were assigned to the case.
The investigators contacted the owner and principal of the facility, Ms. Ria Ferreira, also known as Ria Niemand.
Upon presenting the reported concerns, SSS obtained surveillance footage revealing deeply troubling practices in the institution.
In one video, children are seen being fed with the same spoon, which a caregiver had licked before feedings.
Another video shows multiple children being administered medication using the same syringe, possibly to induce sleep for most of the day.
Parents further reported that their children were sent home with medications that had not been prescribed to them.
These included pharmaceutical products such as Stilpane, Ponstan, and Calpol.
The most serious concern raised is that these substances were allegedly administered without parental consent and without verifying whether the children had any known allergies to the ingredients.
Despite multiple calls to two cell phone numbers, investigators could not reach Ms. Ferreira, raising questions about how she could be contacted in an emergency.
During the conference call between the SSS Specialist Investigators and Ms. Ferreira, she admitted that Kleuter Akademie was not registered with the Department of Education.
She offered various excuses for failing to register the school.
SSS explained the importance of operating within the legal framework, particularly requiring staff to meet specific qualifications.
In this case, however, Ms. Ferreira reportedly opted to employ cheap, unqualified labour.
In early March 2025, SSS sent her an email with contact information and guidance on registering Kleuter Akademie.
She was given a deadline to begin the registration process.
Later, she emailed SSS that she had contacted the relevant authorities and begun the process, promising to share confirmation when available.
However, on 22 April 2025, in response to a follow-up by SSS, Ms. Ferreira emailed to say that she had decided not to proceed with the registration.
Instead, she planned to sell the preschool, citing her current workload as a reason for stepping away.
At the same time, she declared that she would not refund parents who had paid fees in advance, suggesting they follow legal channels if they wished to recover their funds.
In mid-April 2025, a Facebook post by a mother in Bloemfontein seeking a good preschool for her child received a response from Ms. Ferreira, who invited her to visit Kleuter Akademie.
This was despite her telling SSS that she planned to sell the preschool.
It is concerning that she continues promoting the preschool while refusing to register it legally.
LEGAL AND REGULATORY CONTEXT:
In South Africa, the regulation of preschools depends partly on the type and scope of the facility.
PRESCHOOL REGISTRATION:
Preschools that fall under the South African Schools Act (1996) must be registered with the Department of Education.
This legal requirement ensures that minimum standards for safety, education quality, and staff qualifications are met.
Preschools operating solely as early childhood development (ECD) centres and not as formal schools may fall into a grey area.
However, even informal or unregistered institutions carry legal risks, particularly if they fail to meet basic safety and regulatory standards.
SELLING AN UNREGISTERED PRESCHOOL:
While selling an unregistered preschool may not be illegal, doing so carries legal and operational risks.
The new owner would need to ensure compliance with all applicable laws, including registration and approvals.
Selling a registered school without a proper transfer of registration status can also lead to complications.
Any sale or transfer should comply with relevant legal procedures to ensure smooth and lawful operations.
IMPORTANT:
It is strongly advised that all preschools in South Africa be registered with the Department of Education.
Selling an unregistered preschool is not automatically illegal, but it must be approached carefully.
Operating without registration may violate the law and expose children to unsafe conditions.
Given the seriousness of the concerns and the lack of cooperation from Ms. Ferreira
despite being given ample opportunity to rectify the situation, SSS has decided to bring this matter
to the attention of the Department of Education for formal investigation.
