PROJECT: THE SAPS CRIME INTELLIGENCE CRISES

A crisis of integrity is unfolding in the South African Police Service (SAPS) Crime Intelligence division.

Once tasked with protecting citizens and ensuring national safety, the unit now finds itself at the heart of an explosive corruption scandal. The recent arrest of high-ranking officials has revealed a deeply embedded culture of mismanagement, abuse of power, and unethical conduct at the very top of the intelligence structure.


Corruption allegations in the South African Police Service (SAPS) have implicated high-ranking officers in

the Crime Intelligence Division. These allegations have also drawn public attention to

the National Police Commissioner General Fannie Masemola and Police Minister Senzo Mchunu.


While numerous senior SAPS officials have been linked to serious misconduct, including corruption, maladministration,

and abuse of resources, it is important to note that no formal charges or arrest warrants have been issued

against Minister Mchunu or General Masemola at this stage.


Nevertheless, their names being raised in connection with ongoing investigations reflects broader concerns about a lack of accountability at the highest levels of law enforcement. It also highlights the urgent need for independent and transparent investigations into all allegations, regardless of the individual’s rank or political office. This situation further undermines public trust in the leadership of SAPS and raises serious questions about the operational integrity of the Crime Intelligence Division,

a unit critical to national safety and crime prevention.

SENIOR SAPS OFFICIALS ARRESTED:

  • In a landmark operation, the Investigating Directorate Against Corruption (IDAC) made multiple arrests of senior Crime Intelligence officials.

  • The individuals implicated are among the most powerful in the SAPS hierarchy:

    • Lieutenant General Khumalo – Divisional Commissioner of Crime Intelligence.

    • Major General Lushaba – Chief Financial Officer (CFO).

    • Major General Lekalakala – Gauteng Crime Intelligence Head.

    • Major General Madondo – Head of the Analysis Centre.

    • Major General Gabela – SAPS Technology Services.

    • Brigadier Mokwele – Appointed despite lacking any policing background.

    • Brigadier Ncube – Head of the Vetting Office.

  • These arrests signal a serious internal breakdown in oversight and ethics within one of the country’s most sensitive and strategic policing units.

ALLEGATIONS:

  • The officials face a long list of charges, including:

    • Gross mismanagement and looting of Crime Intelligence operational funds.

    • The irregular appointment of underqualified or unqualified individuals to key positions.

    • Abusive deployment of state-owned resources and technology.

    • Tampering with or concealing investigation dockets.

    • Lying to internal and external oversight bodies to cover up misconduct.

    • An incident involving a sex worker, a state-issued firearm, and a government laptop.

  • These allegations point to a pattern of systemic misconduct, not isolated wrongdoing.

FINANCIAL MISCONDUCT AND QUESTIONABLE EXPENDITURE:

  • Even more concerning are the revelations of extravagant and unnecessary spending using public funds. Key examples include:

    • R22.8 million spent on a commercial property in Berea, Durban.

    • R22.7 million spent on a boutique hotel in Pretoria North.

  • These transactions, signed off by Lt Gen Khumalo and Maj Gen Lushaba, raise serious red flags about procurement practices and the justification for such acquisitions, especially at a time when police stations across South Africa struggle with basic operational resources such as vehicles, radios, and fuel.

A THREAT TO NATIONAL SECURITY AND PUBLIC TRUST:

  • Crime Intelligence is meant to serve as the eyes and ears of the state in the fight against organised crime, terrorism, and corruption.

  • Its failure undermines national security.

  • But more importantly, it erodes the public’s trust in SAPS as an institution.

  • While ordinary South Africans face rising crime rates and diminishing safety in their communities, the very leaders entrusted with strategic crime prevention have allegedly used their positions for personal gain and institutional decay.

  • This scandal has laid bare the extent of rot within the intelligence services and it is not an isolated problem.

  • It represents a broader crisis of leadership within SAPS, where loyalty and political patronage often trump merit, accountability, and public service.

  • South Africans can no longer afford silence or passive outrage.

  • The country needs:

    • Comprehensive lifestyle audits of all SAPS executives.

    • Independent vetting and skills assessments of top leadership.

    • A full forensic audit of Crime Intelligence procurement and spending.

    • Immediate reform of appointment procedures to eliminate cronyism.

    • Continued support for independent bodies like IDAC that hold law enforcement accountable.

  • Reform must go beyond removing a few individuals — it must involve structural change, transparency, and the rebuilding of internal ethics frameworks.

The fight against corruption within SAPS is not a political issue; it is a national one.

Public confidence in the justice system hinges on the integrity of law enforcement.

As long as crime-fighting institutions remain compromised, real justice remains out of reach for ordinary citizens.

 

South Africa deserves a police service that operates with professionalism, independence,

and a commitment to constitutional values. This begins with cleaning house at the top of the

SAPS Crime Intelligence division and ensuring that those who serve do so with integrity.

Accountability is not optional.

It is the foundation for a just and safe society.
