PROJECT: FOLLOW-UP WARNING - MISREPRESENTATION, FRAUD AND THEFT REGARDING TOMMY BLIGNAUT

Specialised Security Services (SSS) previously published a public awareness project concerning
Mr. Tommy Blignaut and his wife under the heading "Deceit and Misuse of Borrowed Money." :
Following the publication of that project, SSS has continued to receive enquiries and information
from members of the public who claim to have had dealings with Mr. Blignaut and
who raised concerns regarding his business conduct and financial dealings.
According to information received, Mr. Blignaut and his wife are currently residing in the Deelkraal area of the North West Province. SSS has recently received further complaints and information which warrant a follow-up public warning.
OUTSTANDING MATTERS FROM PREVIOUS COMPLAINTS:
The original project highlighted allegations involving borrowed money and business transactions that allegedly resulted in financial prejudice to members of the public.
According to information and documentation previously received by SSS, certain complainants maintain that financial obligations remain unresolved.
The monies borrowed from individuals have not been repaid and the equipment promised to clients, including generators reportedly linked to complainant Mr. Willa van Niekerk, has not been delivered.
The victims of Mr. Blignaut continue to contact our offices regarding these matters.
NEW ALLEGATIONS RECEIVED BY SSS:
Since the publication of the original project, SSS has received additional information from members of the public who allege that Mr. Blignaut is involved in arrangements whereby individuals are requested to pay money in exchange for promises of employment opportunities, work placements, contracts, or assistance in obtaining work.
At the time of publication, these allegations remain subject to verification and investigation.
However, the recurring nature of the complaints has raised concern among community members who fear that unsuspecting individuals may suffer financial losses.
Members of the public are reminded that requesting advance payments in exchange for employment opportunities may constitute fraud if the promised services, opportunities, or benefits do not materialise.
ADVICE RELATING TO RENTAL PAYMENTS:
SSS has also received information suggesting that tenants may be encouraged to withhold rental payments from property owners based on interpretations of legislation or legal provisions.
Information received also states that tenants are encouraged to pay rental funds to a third party who claims to be able to negotiate or manage disputes with landlords on their behalf.
Tenants and property owners are strongly advised to obtain independent legal advice before participating in any arrangement that diverts rental payments away from the lawful property owner or authorised managing agent.
Failure to comply with rental agreements may expose tenants to eviction proceedings, civil claims, and other legal consequences.
COMMUNITY CONCERNS:
Several individuals from the area in which Mr. Blignaut currently resides have reportedly expressed concern regarding these allegations and the potential financial prejudice that may result if members of the public rely on representations that cannot be substantiated.
Community members who contacted SSS indicated that a number of residents appear to trust the promises being made and may be vulnerable to financial exploitation.
SSS encourages all members of the public to exercise due diligence before making payments, entering business arrangements, or relying on promises of employment, contracts, or investment opportunities.
INFORMATION RELATING TO A SECURITY PROJECT:
SSS has also received preliminary information indicating that Mr. Blignaut may be involved in a security-related project associated with a mining operation.
At the time of publication, SSS is in the process of gathering further information and documentation regarding these activities.
No conclusions have been reached, and the information remains subject to verification.
Should credible evidence become available, SSS may provide further updates to the public.
THE CRIME AND FINANCIAL IMPACT:
Fraud, theft by misrepresentation, obtaining money under false pretences, and related commercial crimes remain serious offences under South African law.
Victims of such conduct often suffer significant financial losses, emotional distress, reputational damage, and long-term economic hardship. In many cases, individuals seeking employment or business opportunities are particularly vulnerable to schemes involving advance payments and promises of future benefits.
Members of the public should be aware that legitimate employment opportunities, contracts, and business arrangements can generally be independently verified through written agreements, references, company registration records, and direct communication with the organisations concerned.
PUBLIC WARNING:
The purpose of this follow-up project is not to determine guilt or innocence but to alert the public to allegations and concerns that have repeatedly been brought to the attention of SSS.
Individuals considering any financial transaction, employment arrangement, investment opportunity, rental agreement, or business venture involving Mr. Tommy Blignaut should conduct comprehensive due diligence and seek independent professional advice before making any payments or commitments.
Where criminal conduct is suspected, affected persons should immediately report the matter to the South African Police Service and obtain a case number.
Specialised Security Services will continue to monitor information received
regarding Mr. Tommy Blignaut and associated activities.
Any person who believes they may have suffered financial prejudice, or who possesses relevant documentation or information, is encouraged to contact the South African Police Service and provide supporting evidence to SSS for assessment.
