This is an urgent warning to the public, businesses, private security providers, and law enforcement entities regarding
Mr. Marinus Otto. Mr. Otto is unlawfully posing as a private investigator while actively soliciting clients through a company called "D and O Investigation Solutions."

Although he holds a Grade A security qualification, his PSIRA registration is currently inactive due to multiple criminal convictions.
This disqualifies him from operating legally within the private security or investigation industry.

Despite lacking the required credentials, Mr. Otto continues to offer investigative services through this company.
This is illegal.

CRIMINAL RECORD AND HISTORY:
Mr. Otto has been detained and arrested at least six times, with two known convictions:
Crimen Injuria and Common Assault - SAPS Kraaifontein Case Number: 536/03/2001.
Fraud - SAPS Goodwood Case Number: 541/06/2018.
He is reportedly armed with a .22 pistol, and the risk to the public is real and concerning.
REASONS FOR WARNING:
OPERATING WITHOUT A VALID PSIRA REGISTRATION IS A CRIMINAL OFFENCE:
All private security personnel in South Africa must be registered with the Private Security Industry Regulatory Authority (PSIRA).
Operating without valid registration, especially while holding criminal convictions, violates PSIRA regulations and the Private Security Industry Regulation Act (No. 56 of 2001).
This makes the business and its services illegal.
CRIMINAL CONVICTIONS RAISE SERIOUS TRUST AND SAFETY CONCERNS:
Mr. Otto’s multiple criminal convictions disqualify him from holding or renewing PSIRA accreditation.
Allowing such an individual to operate in an industry that handles sensitive information, vulnerable clients, and sometimes high-risk scenarios puts the public at direct risk.
His criminal history undermines the ethics, trust, and safety standards required in security and investigative work.
CLIENTS ARE MISLED AND LEGALLY UNPROTECTED:
By presenting himself as a qualified investigator, Mr. Otto misleads clients who may assume they are dealing with a vetted legal operator.
Clients have no recourse if any legal issue, malpractice, or harm arises, as any contract or service provided by an unregistered operator lacks legal standing under PSIRA.
BREACH OF DATA PRIVACY AND CONFIDENTIALITY:
Private investigators deal with confidential personal, corporate, and legal information.
An unregulated and criminally convicted individual handling such information could lead to data breaches, blackmail, fraud, or exploitation.
UNDERMINES THE ENTIRE PRIVATE SECURITY INDUSTRY:
Illegal operators damage the reputation and credibility of the entire security and investigation profession.
It discourages lawful practice, introduces corruption, and weakens compliance across the sector.
Continuing to operate under "D and O Investigation Solutions" without a valid PSIRA registration and
despite a criminal record is illegal, unethical, and dangerous. It exposes clients, victims,
and the public to exploitation and severely undermines the integrity of the South African security industry.
ONLINE COMPLAINTS AND REVIEWS:
Multiple complaints have been lodged against Mr Otto and his business on public platforms such as Bark, where former clients have accused him of:
Failing to deliver on services promised.
Poor communication and unprofessional conduct.
Questionable billing and suspicious behaviour.
These reviews further confirm the dangers of dealing with an unregistered and disreputable operator.
Mr. Otto is not licensed, recognised, or legally allowed to perform any investigative services. Anyone who uses his services places themselves at significant legal, financial, and personal risk.
We strongly advise the public to:
Avoid all dealings with Marinus Otto and his associated companies.
Verify the PSIRA registration numbers of any private investigator or security provider before engaging services.
Report suspicious activity immediately to the SAPS or our office.
Warn others to prevent further victims.
