THE ABSOLUTE ABUSE OF THE AUTHORITIES AND THE JUDICIAL SYSTEM

MS. CHANTELLE VAN ROOYEN

 

The public has taken advantage of the authorities and the judicial system in many criminal cases over the years,

and this is done by registering cases incorrectly – this includes:

  • Registering cases based on false allegations.

  • Registering cases to intimidate or control another person or group.

  • Registering cases but not providing full co-operation with the authorities.

  • Registering cases and not following through with the SAPS investigators and the prosecution of the suspect.


    This leads to gross abuse of the authorities and the judicial system by:

  • Incurring unnecessary expenses (often exorbitant expenses.)

  • Wasting time and resources.

  • Demotivating the authorities to assist and act afterwards and in future cases.


The very individuals who engage in these activities are usually the first to slander the authorities by claiming

they did not do their job or are corrupt. It creates a false narrative that the authorities cannot be trusted.

Complainants are responsible for the failure of these cases because they refuse to assist the authorities by

providing the necessary information to successfully prosecute the cases.


In many instances where the authorities are successful with cases, they are not congratulated or praised.

The focus on the negative to the exclusion of the positive is very demoralising to the Police Service and the Justice Department.

The public needs to help curb corruption by not engaging in corrupt activities themselves. They should take responsibility for their own actions rather than passing blame to the authorities and judiciary.


The government and authorities have recently made it a priority to stand against crimes that are committed against women and children. The law on Gender-Based Violence was amended to allow for immediate arrests and swift prosecutions of suspects, with the intention of protecting the victims. Unfortunately, there are those who abuse these laws and use the law as a tool to manipulate situations and individuals. This is done by opening false criminal charges, or charges which they do not intend to see through to the end of the prosecution of the suspects.


Such charges mostly include:

  • Common Assaults.

  • Domestic Violence.

  • Crimes against the Elderly.

  • Gender-Based Violence.

  • Sexual Assaults.

  • Sexual Assault of Minors.


The reasons that people lay false criminal charges vary between manipulation tactics and forcing the accused to conform to their will. Sometimes, the intention is to get something from someone. This is a form of extortion and is punishable by law.

People who abuse and bend the law to suit their own agenda by laying false charges directly contributing to the negative image that many have of the authorities. Those people are actively sabotaging the efforts of the authorities, judiciary and the government to prevent crime.


The following case perfectly outlines the points laid out above. What you are about to read will shock you.

It is important to note that events like these are a regular occurrence in South Africa.


The SAPS and Specialised Security Services’ Task Team did an excellent job in collaborating in the investigation, track, tracing, and eventual arrest of Mr. Wesley Roux on charges of Gender-Based Violence (GBV) on 19 September 2024. A successful arrest was executed by the authorities and Specialised Security Services’ Task Team. This was accomplished after months of planning, investigation, inter-jurisdiction collaboration and the use of many resources by the SAPS and SSS.

BACKGROUND INFORMATION:

  • Ms. Chantelle van Rooyen contacted Specialised Security Services’ investigators at the end of February 2024 about all the projects, cases, and investigations against notorious racketeer Mr. Wesley Roux, she asked the investigators whether it was advisable to start a relationship with Mr. Wesley Roux.

  • Although the investigators warned her and suggested she reads all the projects again, she still ignored all the red flags and pursued a relationship with him anyway.

  • Mr. Wesley Roux soon moved in with her at her residence in Fochville.

  • A few weeks later, Ms. Chantelle van Rooyen facilitated a meeting between Mr. Mike Bolhuis and Mr. Wesley Roux.

  • The purpose of the meeting was to provide Mr. Wesley Roux with the opportunity to discuss all the cases against him with Mr. Mike Bolhuis.

  • A meeting was held by the SSS Task Team in which all was discussed.

  • Mr. Wesley Roux was given the opportunity to meet with the SSS Specialist Investigators to resolve matters between him, the complainants and the authorities.

  • Mr. Wesley Roux agreed to provide all the information and to undergo a polygraph examination thereafter.

  • Mr. Mike Bolhuis agreed to assist him with the rehabilitation process to change his lifestyle for the better - several agreements were made.

  • SSS and Mr. Mike Bolhuis would then be prepared to send out a project after the polygraph examination and the successful completion of the rehabilitation program by Mr. Wesley Roux to prove to the public that he was offering his full co-operation in this process.

  • The agreement was that all the complainants in the cases against Mr. Wesley Roux would be contacted and the necessary arrangements would be made to have the complainants take part in the above-proposed rehabilitation process.

  • A day before the arranged meetings, Ms. Chantelle van Rooyen contacted the SSS Task Team, requesting assistance as she had been assaulted by Mr. Roux.

  • She then requested him to leave her house, which he did.

  • The next day, he contacted the SSS Specialist Investigators, alleging that his vehicle had broken down and he was unable to honour the appointment.

  • He also said he did not have clothes or his personal belongings.

  • Ms. Chantelle Van Rooyen said that all his clothes and personal belongings had been left at her neighbour’s house, and he had been told to collect them there.

  • Ms. Chantelle Van Rooyen, accompanied by her ex-mother-in-law, obtained a protection order against Mr. Wesley Roux.

  • She also opened a Domestic Violence case.

  • On the same day (23 April 2024), Mr. Wesley Roux was arrested as per case SAPS Fochville CAS 161/04/2024.

  • After being arrested, Mr. Wesley Roux sent WhatsApp messages to Ms. Chantelle van Rooyen, requesting her to withdraw the case against him.

  • He was extremely manipulative - saying that he would spend two years in jail and that he would not be able to survive it.

  • He also said that his parents do not have money to pay for further legal fees and that they would have to sell their property to assist him.

  • Ms. Chantelle van Rooyen fell for his desperate pleas and manipulation tactics - so much so that she withdrew the case against him.

  • The SSS Task Team set up another meeting with Mr. Wesley Roux, which he also cancelled the morning before it took place.

  • He informed the SSS Specialist Investigators that he does not want to proceed with any further communications, negotiations, etc., since he and Ms. Chantelle van Rooyen are back together again, and her father and family approved their relationship.

  • He stated that he need not proceed with the process of clearing his name and reputation.

  • Mr. Wesley Roux also stated that he did not care whether the projects were removed or not.

  • No further contact was made with Mr. Wesley Roux and Ms. Chantelle van Rooyen after that.

 
  • In early May 2024, Ms. Chantelle van Rooyen once again contacted the SSS Task Team and informed them that she had ended the relationship and that Mr. Wesley Roux had left her place of residence.

  • Ms. Chantelle Van Rooyen said that this would be the last time and that she would now like to warn other women and people against Mr. Wesley Roux and his tactics, which she described as follows:

    • He constantly lies and cannot be trusted.

    • He cannot answer questions honestly about what his work entails or his personal history – he is very secretive.

    • He injures himself on purpose to get her attention and he expects people to feel sorry for him.

    • His personality changes within seconds from extremely caring to violently aggressive.

    • He is overtly manipulative in the relationship, claiming to be always right and the others always wrong.

    • He is inconsistent, manipulative and constantly aggressive.

    • His aggressive behaviour, combined with his compulsive lies, made the relationship toxic.

  • After the breakup, Ms. Chantelle van Rooyen relocated, and she fully co-operated with Mr. Mike Bolhuis and the SSS Task Team to arrest Mr. Wesley Roux.

  • She was involved on a regular basis, assisting with the investigations and the authorities.

  • However - after some time, she stopped all contact with the SSS Investigators and the authorities.

  • Information was received that during this time, Mr. Wesley Roux continued visiting her on a regular basis, and they were still seeing each other.

  • Ms. Chantelle Van Rooyen stopped all communications with the SSS Task Team and the authorities again.

 
  • On 21 June 2024, Ms. Chantelle van Rooyen contacted the SSS investigators yet again:

    • She informed the SSS Specialist Investigators that Mr. Wesley Roux had assaulted her again during his visits over weekends.

    • He intimidated, manipulated, and threatened her family to the point that they no longer felt safe and was living in fear.

    • Again Mr. Wesley Roux informed her that he had no place to sleep and told her numerous lies to gain her sympathy.

    • Mr. Wesley Roux made calls to friends of Ms. Chantelle van Rooyen, threatening and intimidating them as well.

  • Ms. Chantelle van Rooyen again requested assistance with the opening of criminal cases against Mr. Wesley Roux.

  • She also requested assistance in obtaining a protection order against Mr. Wesley Roux.

  • Mr. Mike Bolhuis spoke to her personally, and she was clearly informed by him that she would only be assisted this time if she fully co-operates and that SSS would expect this agreement with her in writing.

  • Accordingly, she would not be allowed to withdraw any of the cases opened against Mr. Wesley Roux.

  • She was informed that if she did not conform to the rules and regulations this time, she would be exposed and seen as part of the problem and that a project would be sent out explaining and exposing her behaviour.

  • Ms. Chantelle van Rooyen signed a mandate with clear instructions.

  • She accepted the conditions and SSS proceeded with a comprehensive investigation on her behalf.

  • Criminal cases were opened against Mr. Wesley Roux and were being investigated by the SSS Task Team and the SAPS.

  • Ms. Chantelle Van Rooyen applied for a protection order against Mr. Wesley Roux.

  • Ms. Chantelle Van Rooyen stated in the protection order that she and her family were living in fear of Mr. Wesley Roux owing to his aggressive nature.

  •  After a “Wanted”-project for the arrest of Mr. Wesley Roux had been posted on all social media platforms, Ms. Chantelle van Rooyen received messages from Mr. Wesley Roux that she must withdraw these cases against him – he did this continuously.

  • Ms. Chantelle van Rooyen still proceeded in assisting the SSS Task Team and the authorities.

  • She informed the SSS investigators that when Mr. Wesley Roux spent weekends with her, he deleted pictures, information, contact numbers and WhatsApp chats on her cell phone while she was sleeping during their previous relationship. This included pictures of herself after having been assaulted by Mr. Wesley Roux. He also deleted the contact numbers of the SSS Task Team.

  • She continuously claimed that what he did was wrong and that Mr. Wesley Roux should pay for what he did.

  • She felt that the public should know about her gender-based violence cases against him and about the crimes that Mr. Wesley Roux had committed against her.

  • Ms. Chantelle van Rooyen said that she must stand strong for all women and the public - against Mr. Wesley Roux, who is a danger to society.

  • After numerous attempts to arrest him on separate occasions and at various locations, he was finally arrested on Thursday, 19 September 2024, for the second time pertaining to the charges laid against him by Ms. Chantelle Van Rooyen.

  • Mr. Wesley Roux was transported by SAPS members to Lichtenburg SAPS.

CALL RECORDINGS BETWEEN MR. MIKE BOLHUIS AND MS. CHANTELLE VAN ROOYEN:

 

UNBELIEVABLE BUT TRUE:

  • On Friday, 16 August 2024, Mr. Wesley Roux had to appear at Hatfield Court for three other cases against him.

  • Lichtenburg SAPS drove to Pretoria to execute the arrest.

  • He arrived at court and when he noted the marked vehicle from Lichtenburg, he fled without going to court. (SSS Investigators were present but working under cover.)

  • A warrant of arrest was issued for Mr. Wesley Roux’s contempt of court.

  • He reported to Hatfield Court 2 weeks later, and the cases were postponed to Thursday, 19 September 2024.

  • During this time, Ms. Chantelle van Rooyen made regular accusations that SSS Investigators and the SAPS were not doing their work and complained that Mr. Wesley Roux was not arrested.

  • However, Ms. Chantelle Van Rooyen was constantly informed by the SSS Task Team and the SAPS of all developments, difficulties and arrangements, as well as the protocol to be followed to execute the arrest of Mr. Wesley Roux.

  • The detectives from Lichtenburg SAPS displayed perseverance and dedication, and arrangements were made for them to cross the provincial border on Thursday, 19 September 2024, to execute the arrest.

  • SAPS Capt. Machiel Viljoen took the lead and procured all necessary authorisations.

  • Capt. Machiel Viljoen further made all arrangements together with the SSS Task Team.

  • Travelling across provincial borders requires thorough planning:

    • Administration.

    • Transport.

    • Resources

    • This is very costly.

  • Even though the SAPS budget had been reduced, the detectives still went the extra mile and came to court on the 19th of September 2024, where Mr. Wesley Roux was arrested on Lichtenburg CAS 152/06/2024 for Domestic Violence and Assault.

  • Mr. Wesley Roux was taken from Pretoria to Lichtenburg police station and he was incarcerated.

  • Ms. Chantelle van Rooyen was informed of the situation and she was elated with and appreciative of the news of his arrest.

  • Ms. Chantelle Van Rooyen was contacted by the SAPS to come to the police station, where she confirmed Mr. Wesley Roux’s identity and said that she wanted to proceed with the cases against him.

  • She was again contacted by a SAPS member and she returned to the police station, where the protection order was discussed.

  • Ms. Chantelle van Rooyen then AGAIN withdrew the criminal charges against Mr. Wesley Roux, which led to his release yet again.

  • This information was withheld from the SSS Investigators - the SSS Task Team was only later informed of this by Capt. Machiel Viljoen.

  • Ms. Chantelle van Rooyen was confronted, and she admitted that she withdrew the cases against Mr. Wesley Roux because she felt “sorry” for him, stating that her “heart is too soft to continue with the case.”

  • The dedicated members of the SAPS Lichtenburg - Detective Services and prosecutors were thanked by the SSS Task Team for their dedicated work in addressing these cases against Mr. Wesley Roux.

  • They are all understandably tremendously upset and disappointed with the complainant, Ms. Chantelle van Rooyen.

 

Specialised Security Services regards the abuse of the authorities and the Specialised Security Services Task Team as a crime and feels that perpetrators of this type of abuse of authorities should be held accountable for their irresponsible actions.

Mr. Wesley Roux has a long history of racketeering and a criminal lifestyle. The SAPS and the SSS Task Team will continue investigating Mr. Roux until he is finally prosecuted and incarcerated for all the crimes he has committed.
